I hope, this is a translate problem. I installed xubuntu-default-settings
package and change desktop, Xfce menu is empty. I installed Xubuntu Turkish,
xfce menu is a empty.
I changed menu file adress and i fixed this problem.

I believe that this bug is not a duplicate of Bug #163206 so I changed
it.
Why I believe so:
Bug #163206 is discussing about "Non-translatable labels and launchers"
affecting internationalization in general. A comment confirms that
particular problem for Italian as well and so on...
