Do you have enabled drivers (SystemPreferencesDrivers)? I had the same
problem on ATI X2300, enabled this driver and installed xserver-xgl,
now it works.

I have fixed the issue. The graphics card seems to be automatically
installed as a restricted driver when you boot Ubuntu, as the graphics
seem fine, but really it isn't. I had to manually install it from the
restricted drivers, and then it worked.
