I see the same bug in gnumeric version 1.8.2-1ubuntu1 under Ubuntu 8.04, and confirm that installing gnumeric-gtk in place of gnumeric fixes it. Using the gnumeric package, only a few functions (min, max, sum, product, and a very few more) are defined. -- functions don't work in formulas
