This same behavior exists on Intrepid, and its annoying enough I would
consider it a bug as well. We've considered changing this behavior for
Jaunty, but we won't be changing this for Intrepid or Hardy. Marking
WONTFIX.

I tried looking for the saved workspace option and can't find it. Are

My guess is that you've stored a session at some point, and that it restarts
every time.
You can try to clear the cache to see if it still happens (remove or backup
~/.cache).
