Sorry; I just noticed that upstream changes have already been merged in
the package binutils-2.18.1~cvs20080103 (see
http://archive.ubuntu.com/ubuntu/pool/main/b/binutils/binutils_2.18.1~cvs20080103-0ubuntu1.diff.gz,
grep for 2.18.1~cvs20080103-0ubuntu1).
So fix released and merged, closing bug.
Solved in binutils_2.18.1~cvs20080103-0ubuntu1.

If you can run makeinfo from the command line, then they problem doesn't
seem likely to be with Ubuntu. Check the config.log output and see what
it's trying to do that it can't detect makeinfo.
In any event, this certainly isn't a bug on binutils, so I'm going to

needed to figure out what package it should be reported against.

I found that it is a known upstream bug:

Its gets triggered on Hardy because of the higher 4.11 makeinfo version
number.
