There seems to be some custom configuration of apt setup as I found this
in one of the log files:
Installing linux-ubuntu-modules-2.6.24-16-generic as dep of linux-image-generic
Setting NOT as auto-installed (direct dep of pkg in APT::Never-MarkAuto-Section)
