Apparantly the option "AlwaysCore" in the ServerLayout section is no longer
needed. This option was the cause of the problems.
AFAIK this bug can be closed ("Fixed Invalid" as we call cases like this here).

I tried downgrading xserver-xorg-input-wacom and wacom-tools to their
Gutsy versions. This didn't result in the tablet behaving the way it did
under Gutsy.
