Whenever I am behind a proxy and I want to connect to internet, I supply
my username and password to the proxy manager. Now this I observed with
Synaptic, that whenever I am giving a password, which has special
characters like '@' , '%' then there is a problem. The password and the
proxy site cannot be resolved properly and the application cannot
connect to the internet

Say my passwd is 
[EMAIL PROTECTED]

so when the proxy manager tries to resolve

username:[EMAIL PROTECTED]@<proxy>:port

it generally takes [EMAIL PROTECTED] as the prosy server's name and hence cant
resolve it.
