With current Karmic, scaletempo is supported. My guess is that this bug
can be closed.

FYI, a *.deb of mplayer with scaletempo can be downloaded from the SF project:

Working on 8.04 (hardy) with:
mplayer -af scaletempo -speed 1.3
(note, scaletempo=X fails with Could not parse arguments)

This audio filter is extremely useful when watching slow-paced videos
(many can be watched at 1.33x or 1.5x speed without any comprehension
problems).
