Public bug reported:

After a recent update to the gnome packages, the gnome panel now only
works for a few minutes after logging in and then stops functioning.
Many of the applets on the panel (top and bottom) work - but the menus,
the minimized icons, the shutdown icon, and the program launchers do not
work.  All icons on the desktop (and the context menu) still function,
so I do not think it is Nautilus. If I "control-alt-F1" (since I cannot
use the logout button) out and log back in, the panels work for a few
minutes up to maybe even a half-hour. I receive no errors, warning or
program crashes.
