I'm not using Kubuntu anymore, so I can't check the behavior of systemsettings, but if the interface is always single-click, then the mouse cursor should represent it at least (changing from a normal pointer to a hand for example). -- systemsettings should respect single/double click preferences

The mouse settings for single-click and double-click only affects the selection and opening of files and folders. It doesn't affect other system mouse clicks, like menus and icons on toolbars. System Settings is like that, and many other KDE apps behave this way too, like KControl (the original
