The problem still persists in Feisty. I have set Acquire::http::Proxy in
/etc/apt/apt.conf.d/99proxy and I have configured proxy settings in both
gnome preferences and synaptic preferences. The update manager still
doesn't work.

Actually not. Bug #19372 is about offline support while this bug is
about using the right proxy settings.
