Debian upstream. Ideally, they'll take
this and we can reduce the overall diff.

* Merge from Debian (LP: #247591). Remaining Ubuntu changes:
- debian/*/*: install in more appropriate /usr/lib/ltp rather than
/usr/lib/debian-test, per FHS
I support Fabrice's request.
It has been a very long time (Hardy) since we were able to sync LTP.
It will probably be a very long time again before we get a fresh LTP.
I would like to see this FFE approved, and the new LTP uploaded to
Jaunty.
