This isn't a bug. If it is critical for an app to have only one instance
of it at a time usually those apps do some self test before running.
Upgrade manager also tests if another program is doing some packaging at
the moment. Why couldn't you start the same program twice if you want to
and it does
Presumably, if you single-click, it just loads one instance of the
application?
