After investigation, I confirm what Sebastian Keller said. There's
actually only the -extra package which really needs to depend on csh. If
after complete verifications, it is safe to remove the csh dependencies,
we should do it.

What does it need csh for? It is not used in any of the scripts as interpreter,
not even the binary components contain the string "csh". Also csh has no
dependencies except for libc, so it isn't used to pull in other dependencies.
Neither does the csh package contain any file except for maybe c
Thanks for your bug report. Unfortunately, brother packages really
depends on csh because of some specific scripts (not all, but some).
Brothers fault ;)
