we can do about upgrades from 4.0.3.

Couldn't we just add Replaces: kdebase-runtime-data to the
kde-window-decorator package?
KDE 4.0.3 was the last to be released in Hardy (except for hardy-updates) so we
should make it upgradable from that right?
