It'll reload the rules, but won't actually apply any of the changes they
would mandate.
You need to retrigger the appropriate hardware to actually get a
permissions change, and that can have really dangerous side-effects in
some cases (think a disk appearing twice, etc.)

Note that I'm saying the reporter's assertion that udevadm control
--reload_rules will result in correct permissions and ownership is wrong

Good point. Though rules weren't reloaded at least when i tested on a
hardy 8.04 live-cd. That should be reproducible. I had to do that
manually. I can test again with Intrepid if you want.
So I guess the question is at which point was the functionality Colin
talked about working?

Looks like it works on Intrepid.
That doesn't mean it works for Hardy though.
You can use the vhba-dkms package in CDEmu PPA to test with.
