I can confirm the issue. I have a selection of torrents that just
automatically start seeding which I open Transmission. I have done this
process at least 5 times with these torrents and it has worked fine.
Today one of these torrents said it was at 0%, and started downloading
to the desktop
I just realised that this has happened to three of my six torrents (some
downloading, some seeding). From memory, I may have closed transmission
uncleanly last time, whereas I normally close it properly and wait as it
sends the totals.

I can't reproduce this.
This is probably a side-effect of ticket #259187
(https://bugs.launchpad.net/ubuntu/+source/transmission/+bug/259187).
If the download directory has non-UTF-8 chars in [1.30..1.32] then that
setting is lost. `Desktop' is probably being pulled in as the backup
default
