Is there anyway the fixed can be released for 8.04? Since it's an LTS
release, I was thinking about other people who install it later down the
line will run into the same problem as I did.

I was the one who added the Brother HL-4040CN to the foomatic database.
According to the printer's specifications (provided by Brother), there
is no Postscript language support. I don't run Ubuntu, but the default
driver from foomatic should be pxlmono. Not an upstream bug,

Not sure if this has been recently changed in foomatic-db, in that case this is
probably already fixed in Intrepid.
There seems to be a problem with the openprinting.org website a the moment to
check that.
