Just had the same bug on Hardy.
Please note that the default apt-get behavior is to install recommended
packages.
However xchat should be installed properly even when user has changed this
default.
So it's advised to add the dependency of xchat on libnotify-bin explicitly.

This also affects me. 2.8.4 on Ubuntu 8.04 LTS.
Installing libnotify-bin solves the problem. xchat should automatically
include libnotify-bin when it is installed to resolve this problem.
