Since I can't even install Chinese langugage support at all, so i don't know how to answer the first question. As far as i know, Kubuntu now uses KIMPanel as its input method frontend for Chinese, and ibus as backend. See #441321 for more details. -- Can't input chinese in Kubuntu 8.10
