I just ran across this yesterday at a LUG event with one of the Linksys
USB wireless key fobs.
As soon as I unplugged it it stopped, and upon plugging it back in it
did nothing.
I believe this is a ndiswrapper issue, so I have moved it accordingly.

What version of Ubuntu do you use? Could you try with edgy. What do you
call "doesn't update the "network tools" gui"? Does it happen only if
it's running? Does restarting the tool makes a difference? From what
'"name" box' do you speak?
