The bug is marked as fixed since 2011, but using Eye Of GNOME version
3.4.2, I swear it still does not automatically reload image when
modified (you have to give it the focus and hit “R” all the time, it's
not automatic at all).

display a banner with a "refresh" button which is what gedit and other
softwares do as well

"EOG 2.24 ships with the Reload plugin that should help here already. Once
enabled it will add a tools menu to the menubar with a Reload Image command
that will reload the current image. It adds an Ctrl-Shift-R shortcut as well if
you prefer to use the keyboard. Unfortunately
