It turns out that the gtk-qt-engine theme has problems with
gtk_paint_shadow. The documentation is that it draws around a box, but
that engine fills the area completely, painting over anything already
there.
I added a work-around to draw the colors on top of the shadow. This will
be ugly with

Broken for me too, see screenshot. Color wheel works fine though just no
horizontal colour bars except the terminator indicators in the gradient
tool.
@Joshua: works for me - changed from QT4 to Clearlooks and now the bars
appear, thanks!

I can confirm this...
when using inkscape under KDE4 I can't see any colors in the fill/stroke slider
bar anymore.
this works under gnome as expected.
I wonder if it's a bug in gtk-kde4 or in kde or in inkscape..
I'll add inkscape to the affected packages, so bryce or kees can have a look :)
As a work around for inkscape. Under KDE Systems Settings - Appearance
- GTK Styles and Fonts you can set any other theme. i.e not: Use my KDE
style in GTK applications AKA QT4
