I believe that this would have to be implemented in NetworkManager
itself before any frontend could provide support.

This is a not a problem of knetworkmanager only; it happens just the
same in Gnome network manager.
I'm beginning to think that it is very intentional that the proxy
settings are indeed a per-user feature, so that different users in the
same computer can be individually allowed to access the web
This would be nice, but also if the proxysettings would work globally
and not only in kde. Ubuntu already got this feature.
