i'm running Ubuntu 9.04 and have / had (?) the same problem.
Increasing the fade in/out time of windo previews from 0.1s to ~0.1s seems to
solve the problem for me...

I can elaborate on the issue some... Previews which should contain
animations (such as videos or scroll bars) don't animate when you take
your cursor off the task bar item. Not sure if this is useful
information or not, but it's more to go on nonetheless.

default binary driver (xorg-driver-fglrx 2:8.543-0ubuntu4 )
