Public bug reported: See XEN Bug http://bugzilla.xensource.com/bugzilla/show_bug.cgi?id=1326 If dom0-cpus is set (in my example: dom0-cpus=1), rebooted or shut down domUs keep hanging in state 's' (shutdown) and won't destroy or restart.
