So... Is anyone working on a package for this? :)
I'm trying to decide whether there's a need to help create a package for
this, or whether to just install the latest version from source.
Is there a process that one can follow to update the ubuntu package?

Mercurial 1.1 released! plz
We get Mercurial from Debian largely unchanged. There is work in
progress there for the update. You can see the state of the proposed
packagin here:

As you'll see the latest commit was two days ago, so it's definitely
active.
