Thanks for noticing this out. Looking at the maintainer's guide, it would be
better that ffmpeg2theora would be in recommends because the scripts wouldn't
work otherwise but you pointed out we can't so I changed the debdiff and moved
ffmpeg2theora into suggests and
current patch isn't suitable for sponsoring, setting to incomplete for
now.

I think there's an error in your changelog - why does frame.sh's use of
curl imply a need for a dependency on ffmpeg2theora?
I really think these belong as Recommends rather than Depends - they fit
the definition of packages that you want to have installed in the usual
case, but that

suggests, rather, as dependencies are only for absolutely necessary
stuff.

Well, in a normal installation (without any plugins) you have a toolbar
button to publish your project and it doesn't works (without any UI
error/warning message) because the script uses curl. I think that for a
better usability (oriented to human beings) is better to use a
dependency ;) but up to
