Since the upgrade to Intrepid, gnome-power-manager (the shutdown button
on the gnome-panel) doesn't offer the options 'suspend' and 'hibernate'.
My system is able to do this :

[kris...@gundabad] ~ $ gconftool-2 -g 
/apps/gnome-power-manager/general/can_suspend
true

[kris...@gundabad] ~ $ polkit-auth | grep power-management.suspend
org.freedesktop.hal.power-management.suspend

[kris...@gundabad] ~ $ hal-device | grep power_management.can_suspend
  power_management.can_suspend = true  (bool)
  power_management.can_suspend_hybrid = false  (bool)

When I go to System > Preferences > Power Management > tab General, and
then click on the Shutdown button again, the options are suddenly
present.  This is reproducible; when I log off and log on again, the
problem is there again.
