The upcoming devscripts 2.11.8 will have a --vendor option. All Ubuntu
version logic will be disabled if --vendor Debian is provided. Other
ways to achieve it is to set DEBCHANGE_VENDOR or DEB_VENDOR to Debian.
It is documented in the man pages of debchange and dpkg-vendor.

The next dpkg-dev will allow this with it's vendor handling. It will be an
environment variable
rather than an option, but will have the desired effect.
