Public bug reported:

Binary package hint: kde-systemsettings

It is a lot of usable KDE3 applications. Some of them will be ported to KDE4.
But some not. Because the are discontinued or developers are to busy (e.g
Basket note pads or Kmymoney)
When I was using Kubuntu 8.04 both kde3 and 4 it was possible to set oxygen
icons for KDE3 (from kde-look.org). and apply same fonts and colors using kde3
system settings.
Using 8.10 or KDE4 it is not possible to change visual appearance of kde3
applications.

Maybe it is possible to do something like 'GTK styles and fonts' for KDE3
applications in KDE4 system settings? It would be very useful feature and kde3
apps will gain same support level like Gnome apps.

** Affects: kde-systemsettings (Ubuntu)
     Importance: Undecided
         Status: New
