No, but the issue isn't in the panel, rather in a plugin. You added
several instances of systemload/netload/fsguard plugins, with do some
heavy polling (I tested your configuration and it indeed take a lot of
cpu memory). So please retry with a lighter configuration, readd your
plugins

The troublemaker was line width=100 in tasklist-12312665330.rc. It
seems that relatively small value for the width property of a Task List

Are you able to reproduce this issue with a new user or a fresh panel
config (e.g. kill the panel, backup and delete $HOME/.config/xfce4/panel
directory, and restart the panel)?

I am glad that at least Alt-Tab works in Xfce 4.6 even though
xfce4-panel is not usable. Otherwise I could not choose which
application is focused.
