I, too, have this same problem in 9.10 Karmic 64-bit. Workstation is a
fresh install, and notification is turned on, but I never get a warning
icon when updates are available.

I experience these problems on Karmic, no matter if KDE or Ayatana

you click to update software in this panel, nothing happens

The notification popup is actually supposed to stay there until
dismissed, but due to a bug in the new Plasma systray notifications the
persistence setting is not respected.
