Public bug reported:

Binary package hint: network-manager

Ubuntu: 8.10
Network Manager: Installed: 0.7~~svn20081018t105859-0ubuntu1.8.10.2
When booting the machine with the UMTS stick plugged in then NetworkManager
recognizes the device.
When hotplugging the device nothing happens.
On https://wiki.ubuntu.com/NetworkManager/Hardware/3G my setup is reported to
work properly. Only difference is that I'm using the latest hso driver 1.9.
Attached you can find the output from lshal and the system log. Please tell me
what further logs you need.
