checkbox-gtk works fine if it has admin priveleges.
But in Ubuntu 9.04 RC it is started with /usr/bin/checkbox-gtk and fails to
start.
This is simple to fix by adding gksu to the command string.
Use gksu

Please don't fix Checkbox by using sudo/gksu. Checkbox is no longer
meant to run with root privileges. Instead please apply the fix as
detailed in bug 344916, reinstall the package using Synaptic, or wait

I get the same error too, can't run it from the admin menu or through a
terminal.
But, it seems to work fine if you run it with admin priveleges, e.g.
sudo checkbox-gtk.
