debconf support has been removed in jaunty. That's why dpkg-reconfigure shows
nothing

we remove conf.d links for hinting, subpixel and bitmap configs
and stop looking at
Confirming that I see this bug in Ubuntu 9.10 (Karmic Koala) too. That
is, sudo dpkg-reconfigure fontconfig-config does nothing. The command
executes and returns to the prompt.
