I heard this is a design decision of the Epiphany developers. When you set the
home page to be blank, your address bar will have the focus on opening a new
tab.
If you have a start page set, it won't.

The result of that design decision is that if I want a start page, I
can't quickly* go to a new site in a new tab. The irony is that users
set a start page so that the browser becomes more usable, and in doing
so make the program less usable. It's an unnecessary
