Geoff,
This appears to work properly for me switching from English (USA) to
English (UK) on Ubuntu 7.10. Can you try on the new version and let me
know if it corrects your problem.

A side effect of not being able to change the default language is even
weirder. Suppose your default interface language is German (just for the
sake of it). The result of this is that the default language of
OpenOffice.org is German ("Deutsch") as well - so far, so good.

Confirmed the spell checker dosnt work at all in Ooo2 with out changing
the document laungue in a crypt setting
tools -> options -> launguge settings -> default launguges for documents
-> western -> english uk

OpenOffice.org developers responded that it works with them, and claims that
the fault is propably in Ubuntu's package:
