I think this ought to be changed, I have thought this was a broken part
of Kubuntu and so removed it primarily because there was no obvious
theme manager working until today when I decided to see if it had been
repaired with the latest version and reinstall

You can re-open it, if you want (change status to new)--it would need
someone connected to the package (which I'm not) to set it as wishlist. I'm
afraid it'd probably be fairly low on anyone's priority list, though.

No worries--I agree it's a bit confusing, I would have expected to be able
to change the desktop theme from desktop theme details too.

I believe that that module (Desktop theme details) is to edit the
contents of each desktop theme, not to set your desktop theme. So the
apply button will only become active if you change one of the details of
a theme. Indeed, testing that, if you change something and click apply,
it doesn't apply
