Binary package hint: gnome-panel

Hello,
I installed Ubuntu 9.04 (gnome-panel 1.2.26.0) on a kind of public computer 
with just one user who is logged in by default and I don't want this user to be 
able to log out, he only should be able to shut down.
I played around with some gconf keys and I observed that both the keys
/apps/panel/global/disable_lock_screen  and  /apps/panel/global/disable_log_out 
 do not cause any effect. 
The key  /desktop/gnome/lockdown/disable_lock_screen  works as intended. So 
there is this alternative to disable screen locks. 
Is there a workaround which allows to disable logging out?
