Try typing the following command in a terminal:
gksu soundconverter
Soundconverter should run as superuser. Convert your files from there.
Do not close the terminal while you are using soundconverter. See if
that works.

you click on the menu through Application Sound Video Sound

yes, try chmod 777 THE_FILE_NAME. you can also try to change
permission from the file browser, with
rightclick-propertoes-permissions and set the permission to
read/write.

Could you please tell me your settings, sound card, whether or not you
have the gstreamer plugins (good,bad, or ugly?). I haven't been able to
reproduce this on my system. What were the exact steps you took to get
these results? Did you install sound converter from the repo? Thank you
