This was filed against the wrong driver package. -keyboard is no longer
maintained; keyboards are managed via the -evdev driver now. But
canonical no longer maintains kubuntu so an SRU for fixing this (if one
could be developed) is not going to be done.

I can confirm this problem, similar for me (with e.g. Meta-Shift-% for
moving active window to fifth virtual desktop): in the learning mode
of the global shortcut setting for that action it first shows correctly
Meta-Shift but with pressing the 5/% the Shift disappears and only the
