not a bug but a design decision, you can use back to go back to the
previous directory, up is changing path and has no reason to restore the
scrollbar where it was on the previous view

Thank you for your bug report. The issue is an upstream one and it would
be nice if somebody having it could send the bug the to the people
writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)

That's not really a bug, there is no reason why browing a different
directory should apply previous setting you can use back if you want to
go back there
