Marking as Fix Released.
The linked Debian bug task has morphed into an unrelated problem and
should in theory be removed, but I don't think I can do that.

Emacs out of the box does not include a package called cwebm-mode.
Tested with clean Jaunty install, aptitude install emacs pulled in
emacs22-gtk 22.2-0ubuntu2.
