Your description is a bit confusing. I am getting notifications. I do not get
notifications if the chat window is opened.
Is that the bug you're describing?

It was a problem with how empathy notifies of a new message but its been
fixed. Before when you turned on notifications it notified you of all of
the new messages and that was a problem if you are using empathy for
IRC. Sorry for the confusing wording.

When someone instant messages me or messages me directly on IRC. Empathy
