Well, browser.link.open_external is the setting which had been removed in 3.5. You want to set browser.link.open_newwindow to "3" (I had 1 there). Also, browser.link.open_newwindow.restriction=2 (I had this already, although it was marked as customized in about:config). See http://kb.mozillazine
