This bug was reported a while ago and there hasn't been any activity in
it recently. We were wondering if this is still an issue? Can you try
with the latest Karmic 9.10 release of Ubuntu? ISO CD images are
available from http://cdimage.ubuntu.com/releases/ .

Looks like it's fixed in Karmic (kernel 2.6.31-16.53). As a further
bonus, the Fn-F2 radio switch works now.

Used kernel: 2.6.28-14-generic #47-Ubuntu SMP
My workaround is to have options rfkill default_state=0 in
/etc/modprobe.d/options.conf and rfkill-input in /etc/modules.
