I think we might be able to close this. In Lucid the behavior is a little
different; now it doesn't show any
padlock when unmounted, and adds the padlock when unlocked - that seems to work
well.

On todays Karmic update the padlock seems to have disappeared completely
both when locked and when unlocked; I'm not sure what's responsible for
that.
I guess this is unrelated to the original problem - but I'm not sure if
this state is permenant or not.

I spent some time tracking this down a bit more.
It appears that the padlock in question is generated as an emblem by
gnome-disk-utility and it's
the gdu_encrypted_lock.svg and gdu_encrypted_unlock.svg that I can't tell the
difference between at that size.
The problem stems from the fact that:

Thank you for bringing this bug to our attention. However, a paper cut
should be a small usability issue, in the default Ubuntu 9.10 install,
that affects many people and is quick and easy to fix. So this bug can't
