it is the same story for alt+f1 regarding the temporary fix (changing background of gnom-panel to solid) - no need to log-off/in - it is enough to kill gnome-panel (killall gnome-panel) and upon its resume alt+f1/f2 works. regarding my comment about gnome-keybinding-properties - see:
